Implementation of the PPWR - Preparation of documentation, registration and compliance for marketplace sales

Sales on the marketplace and in e-commerce are increasingly dependent not only on price, images and the quality of the offer, but also on the compliance with regulations. PPWR, the new EU Packaging and Packaging Waste Regulation, changes the rules for the sale of packaged products on the European Union market.

For online retailers, this means necessity putting documentation in order, registrations, EPR/BDO numbers, packaging data and cross-border sales processes. A lack of preparation can lead to sales blockers, reduced visibility of offers, problems with the marketplace, control and financial penalties.

In the agency marketplace bTOP we help companies prepare for the requirements PPWR in a practical way - not from the dry theory side, but from the perspective of real sales on Allegro, Amazon, Kaufland, eMAG, Cdiscount, Temu and other marketplace platforms.

PPWR is a topic that is not worth putting off. If you sell products in packaging (including cardboard), send orders to customers or sell abroad, the new obligations may also apply to your company.

Select a country and check the registration requirements

In August, an amended EU directive comes into force, requiring all companies that ship products outside Poland to register with local recycling organisations.

Once you have selected a country, we will display a specific message regarding the registration requirement.

What is the implementation of PPWR with bTOP?

PPWR implementation is the process of sorting out the environmental obligations, documentation and registration required for the sale of packaged products. The aim is to prepare the company so that it can sell safely on the marketplace and avoid the risk of fines, blockades and formal problems. See what we do as part of our collaboration.
  • 1
Analysis of sales and PPWR obligations

We start by looking at where and how you are selling. We analyse:

    • selling countries,
    • marketplace used,
    • product types,
    • packaging types,
    • order fulfilment model,
    • national and cross-border sales,
    • current BDO/EPR numbers,
    • documents and data you already have.

On this basis, we identify which obligations may apply to your company and where there is the greatest risk of non-compliance.

  • 2
    Preparation of documentation and „paperwork”

PPWR and EPR is not just a one-off registration. It is also the documentation, data, procedures and confirmations that marketplaces, authorities or logistics partners may require.

As part of our cooperation, we help to sort out the documents needed for further action, including:

    • company data,
    • packaging information,
    • information on products placed on the market,
    • data for EPR/BDO registration,
    • statements needed for settlements,
    • documents required by the marketplace,
    • checklist of missing information.

This prevents you from acting chaotically and only looking for documents when the platform blocks a sale or asks you to complete the data.

  • 3
Support in EPR registration, BDO and national obligations

Sales in the European Union often require separate country-by-country registration. The EPR number does not automatically work across the EU - in many cases each market may require a separate approach, data and documents.

We help you through the registration process and prepare the data required for:

    • BDO in Poland,
    • EPR numbers for overseas sales,
    • notifications required by the marketplace,
    • contact with recovery organisations,
    • completing data in sales panels.

Our aim is that your Marketplace account is prepared for compliance checks and is not restricted due to formal deficiencies.

  • 4
Adaptation of marketplace sales to PPWR requirements

Marketplaces are increasingly requiring sellers to complete numbers, documents and information confirming compliance with environmental obligations. Lack of data can mean reduced sales in selected markets and, in practice, loss of revenue.

At bTOP we help to check and sort:

    • marketplace account settings,
    • EPR/BDO data,
    • information required by the platforms,
    • markets covered,
    • offers exposed to blocking,
    • communications and notifications from the marketplace.

This ensures that the implementation of PPWR is not detached from sales, but linked to the real performance of your accounts.

  • 5
Risk audit and action plan for the company

After the analysis, we prepare a practical implementation plan. We show what needs to be done first, which areas are critical and where a lack of response can hit sales most quickly.

    The plan may include:

    • registration priorities,
    • a list of missing documents,
    • country-specific actions,
    • recommendations for the marketplace,
    • sorting out packaging data,
    • further operational steps.

This avoids a situation where the company „knows it has to do something” but does not know where to start.

  • 6
Continuous support and updating of duties

Environmental regulations and marketplace requirements will evolve. PPWR is not a one-off topic that can be ticked off and forgotten. That is why we also help you continue to monitor your obligations, update your data and respond to marketplace platform announcements.

Working with bTOP means that you are not left alone with a subject that combines law, documentation, marketplace and cross-border sales.

Legal basis of the PPWR - what legislation applies to your business?

The PPWR is not a loose recommendation or a voluntary standard for companies. It is a European Union regulation that directly affects businesses that market packaged products, sell through the marketplace and conduct cross-border sales.

The basic legal act is Regulation (EU) 2025/40 of the European Parliament and of the Council of 19 December 2024 on packaging and packaging waste, known as the PPWR. The regulation came into force on 11 February 2025 and its main obligations will start to apply from 12 August 2026.

PPWR and the Polish Constitution
The obligations under the PPWR are relevant for Polish entrepreneurs because the Polish Constitution provides for the application and respect of international and EU law in the Polish legal order. The most important provisions of the Polish Constitution in this context are:

Article 9 of the Polish Constitution
The Republic of Poland respects the international law that binds it. This means that Poland, as an EU Member State, respects its obligations under European Union law.

Article 91 of the Polish Constitution
He points out that, under certain conditions, the law resulting from international agreements and the law of an international organisation to which Poland has delegated competence may be applied directly and take precedence in the event of a conflict with a national law.

To date, sales in Romania, Italy and Belgium could take place without registration. Currently You need to have a registration in each country.

Don't wait before it's too late.

Talk to an expert.

Why is not implementing PPWR a huge risk?

A lack of preparation for PPWR can be much more serious than a simple lack of paperwork. For marketplace sellers, the consequences can arise very quickly - not only during an audit, but already at the sales account level. The biggest risks are:

sales blockade
on the marketplace

sales problems
cross-border

financial penalties

control risk
and documentary chaos

loss of advantage
competitive

Blocking sales on the marketplace
Marketplaces may require the completion of EPR numbers, BDOs or other data related to environmental obligations. If the seller does not provide the required information, the platform may restrict the ability to sell on selected markets.
In practice, this means one thing: your listings may stop selling not because they are poor, but because the account does not meet the formal requirements.

Financial penalties
Failure to comply with environmental obligations may result in financial penalties. In Poland, BDO obligations indicate the risk of fines ranging from a few thousand to even very high amounts, and in other EU countries sanctions depend on local regulations. Therefore, it is not worth assuming that „somehow it will be done”.

Problems with cross-border sales
Selling overseas is no longer just a matter of translating quotes and setting up shipping. Registration numbers, EPR obligations, packaging documentation and compliance with local requirements are increasingly important.
A company that does not prepare in advance may lose the opportunity to sell in markets that have hitherto generated an important share of revenue.

Risk of control and documentary chaos
The biggest problem arises when a platform, authority or business partner asks for documents and the company has only just begun to find out what it actually needs.
Implementing a PPWR with bTOP allows you to get your data in order earlier, before time pressure, an account block or a call to complete information.

Loss of competitive advantage
Some retailers will only react when a problem arises. Companies that prepare earlier will gain an advantage: they will be able to grow their sales quietly, enter new markets and meet marketplace requirements faster than their competitors.

by taking over some of the paperwork and coordination

  • A practical marketplace approach

tailored to Allegro, Amazon, Kaufland, eMAG, Cdiscount and other platforms

If you sell packaged products, PPWR is not an „afterthought”. It is an area that can directly affect your sales, the availability of offers and the possibility of further growth in EU markets.

Who is the PPWR implementation for?

The PPWR implementation service is used most frequently:

  • online shops selling packaged products,
  • retailers Allegro, Amazon, Kaufland, eMAG, Cdiscount, Temu and other marketplaces,
  • cross-border sales companies,
  • importers and distributors,
  • own brands,
  • manufacturers shipping products to end customers,
  • companies that use external warehouses or fulfilment,
  • e-commerce companies that want to avoid penalties, blockades and formal problems.

If your business ships products to customers, uses packaging, sells overseas or operates on a marketplace, it is worth checking that you are compliant with PPWR, EPR and BDO requirements.

Implementing PPWR is not a cost. It is a sales hedge.

Many sellers treat environmental documentation as a formality that can be put off. The problem is that marketplaces are operating more and more automatically. If the system detects that a required number, document or registration is missing, sales can be curtailed faster than you have time to prepare a set of data.

It is therefore worth treating the implementation of PPWR as a security policy for e-commerce.

It's not just about compliance. It's about ensuring that your business can continue to sell, grow and scale sales without the risk of offers suddenly stopping.

Do you want to prepare your company for PPWR?

Don't wait until the marketplace asks for documents, blocks sales or restricts the visibility of listings. Prepare your business ahead of time and gain peace of mind before new requirements become a real operational issue.

At bTOP, we will help you check your obligations, prepare your documentation, go through the registrations and organise the data required by the marketplace.

Let's talk about your sales and see if your business is ready for PPWR.

FAQ - Implementation of the PPWR

PPWR is an EU regulation on packaging and packaging waste. It introduces new requirements for companies that market packaged products, including e-commerce and marketplace retailers.

Yes, if a shop sells packaged products, sends orders to customers or sells in EU countries, the new obligations may apply to it.

Yes. Marketplaces are increasingly requiring data from sellers related to EPR, BDO and environmental obligations. Lack of this data can limit the ability to sell in selected markets.

Not always. In many cases, EPR obligations are implemented separately for specific countries. Cross-border sales therefore require individual market analysis.

Possible consequences include financial penalties, problems during inspections, restriction of sales on the marketplace, blocked listings and loss of the ability to sell legally on selected markets.

Yes. We help to organise the documentation, collect the required data, prepare a checklist of deficiencies and support the registration process.

Yes. We support companies with duty analysis, data preparation and BDO, EPR and marketplace requirements processes.

You may need it, especially if you market packaged products. Responsibilities depend on your business model, so it is worth carrying out an analysis.

Yes, selling cross-border significantly increases formal risk, as each country may have its own requirements for registration, numbers and reporting.

As early as possible. Preparing documents, analysing obligations and registrations can take time, and postponing the subject increases the risk of problems with the marketplace and foreign sales.
